Here is an attempt to simplify the complicated socio-political and economic situation in this country, the better for the filipino child to grasp it. just imagine reading this in a coloring book.
This is Gloria Macapagal Arroyo. she was #2 in the philippines. they called her vice president. #1 was joseph estrada. they called him president. they asked him to leave because of his vices. now gloria is president. now she has all the vices.
This is juan miguel arroyo. he is the husband of the president. he is also called philippine's 1st gentleman. that makes him the 1st vice of the philippines. they also call him Big Mike. that makes him the biggest vice of all.
The filipino people are a happy people. they love to tell jokes. one joke is that the name of gloria is arrovo. another joke is that she is the Panggulo ng Pilipinas. the filipino people laugh at these jokes. they laugh so hard, they forget that they are hungry and are supposed to be sad. in the end, it is gloria who has the last laugh.
this is the justice secretary. these are the officials of the military and the police. these are the members of congress. they are the basketball team of gloria. they play ball with gloria.
these are the 3 little pigs. they speak for gma. they say, "oink oink." thats pig language for, "gloria is the best."
In the basketball team, their job is to pass on the bola to the media and the people. this is noli de castro. he is vice president and is #2 in the philippines. he is supposed to be a member of the basketball team of gloria, but they make him sit on the bench. he doesnt know what to do and he likes it that way.
These are the filipino people. they are supposed to pay taxes. taxes are supposed to be used to build roads, bridges, airports, markets, schools, hospitals, and services that the people need. taxes are the money of the people.
Some filipinos pay taxes. many others do not pay. this is why money is not enough to pay for projects and services. the people blame the government. but the people are also to blame.
The politicians steal most of what little money there is. that leaves nothing for the projects and services. because of this, the government borrows money from other countries and which the politicians have been stealing.
In order to raise more money, the government has added more taxes for the people to pay. they call it VAT. in baseball, a bat is a club that you use to hit the ball. in the government, the VAT is a club used to hit the people. the VAT is supposed to bring more money to the government for the projects and services, and to pay for the foreign debts. the politicians steal most of that money, too.
That will leave only a little for projects and services, and only a little for the foreign debts.

Frank and the members of the senate are asking why the money of the people is being stolen by members of gloria's basketbal team. but the members of the team are good at defense and at passing the ball.

The senate also wants to know about money that was supposed to be used for the North Rail project. again, it is said that it has been stolen. then, there is the money that former president Marcos stole. that stolen money has also been stolen.
The newspaper say all that stolen money was used to steal the election that made gloria president.
