stealing

my brother and his co-workers were caught cheating payroll.
they are all suspended.
but isn't that the same as stealing?
my brother is an asshole. no wonder his salary reaches more than 60k a month.
if i knew someone i work with cheating that way i would report him too because it's unfair.
if i were the boss. they're all going to get fired. its weird they only got suspended. the company is too lenient i think.
